I have a problem with TOAD Oracle for 9.1 running on Windows 7 32-bit, namely:
I have installed Oracle OraClient10g 10.0.2 through my PC and need to use Toad 9.1. When I check the connection to the server, I specify the database via TNS, I enter the username and account, but I get a message in addition to the following error message:
Googling, I found several options, including: check that the oracle_home environment variable is correct, run TOAD as administrator, make sure the username and changes are correct, install oracle and TOAD for 32-bit systems. I have checked all these options but I am still getting the error.
There is one small thing I should add: I can have two Oracle Homes in my start menu (Home1 and Home2). Home 2 points to an unused folder because in my attempts to clear the hurdle, I reinstalled Oracle and the shortcut is still in my start menu today. I don’t have to think it matters because ORACLE_HOME actually points to the correct home.
Don’t really need help with the above. I need to solve this problem in order to connect to TOAD.
Error WTE-01500: Unable to get required parameters due to initialization
Reason. An error occurred while trying to get parameters required for initialization, including plugins and AuthenticationServer. wtcme settings data file. It might be in the wrong place.

Error WTE-01504: ORACLE_HOME is not defined
Reason: name=”631250″>ORACLE_HOME is not defined.
Action: Set ORACLE_HOME to your site. For example, on UNIX, the environment variable get.
Error WTE-01505: Source database service name (authentication server) may not be specified
Reason. Perhaps there is a wtcme.ora parameter file, or the AuthenticationServer parameter is not specified in the specific wtcme.ora file.ora.
Action: Verify that the settings file is available and contains the AuthenticationServer setting.
Error WTE-01506: TCP port number frequently unavailable
Reason. The specified port number is considered to be already in use. This is most likely to happen if the Oracle Database Cache procedure engine is already running or another application is using the port.
Action. The Oracle database caching mechanism has not been launched yet. If another application is using the port, run the Oracle Database Cache Configuration Wizard. Change the appropriate port number for the Oracle database cache.
Error WTE-01507: Failed to initialize OCI environment
Reason. The Oracle database caching mechanism cannot initialize the OCI environment handle. This can happen if the weather variable is set incorrectly or when the OCI client library needs to be rebuilt.
